This draft publication - "Manual in Electronic Form" includes the following comment:

"For satisfying FCC RF exposure compliance, a printed form must be provided either with instructions on how device accessories must be used for RF exposure compliance for the valid tested configuration, or at minimum, instructions on how to reasonably obtain these instructions (OET Bulletin 65 Supplement C)."

Instead of a printed form, would it be acceptable for that specific text to be included as an accessible file stored in memory on the device?

The information provided is good. However, we've seen instances were the manufacturer still has a users manual, but wishes to include the detailed FCC information only electronically (either in the electronic manual, or by a web link). Specific wording of the FCC rules have phrashing that states "in lieu of paper manual". The wording suggests that if a paper manual exists that it should contain the complete proper FCC information. However from past discussions with FCC (see attached KDB discussion for complete details), the FCC will still accept references in the printed material to electronic information. It is suggested to add further clarification of acceptance of this fact be added to this KBB. Thanks, Tim Johnson / ATCB View attachment associated with this comment
