    This is posted on behalf of the TCB Council. The Module Discussion Committee met several times to discuss the content of the Draft KDB. We have attached a PDF copy of a marked-up version of Draft KDB 996369 which contains a summary of comments in the first 6 pages and then the complete Draft KDB with embedded comments. A Word version of this attachment will be provided directly to the FCC for reference.

Note: It is important to understand that the staff guidance provided in the KDB is intended to assist the public in following Commission requirements and does not constitute rules. Accordingly, the guidance is not binding on the Commission and will not prevent the Commission from making a different decision in any matter that comes to its attention for resolution.
