  Section B states that a TCB is required to be accredited to both ISO/IEC 17065 and 17025. Yet page 11 of the draft provides an example (i.e. HAC and RF Exposure) that when a TCB does not have capability to perform a certain test, it is acceptable for the TCB to use external resources for the testing. We would like FCC's comment about whether a TCB truly has sufficient competence to review and certify a device, when the TCB is not competent to test (evaluate) that test scope. We believe that in order for a TCB to adequately determine if measurement procedures were followed by a test lab, the TCB's familiarity with the test procedures (ability to evaluate the device themselves) is essential for the task of review and certification.
