    Dear FCC officer, My name is robert,from lenovo's lab which is located in China. I understand FCC's position that MRA’s should be the preferred method of recognizing laboratories and facilitating trade among economies. But, I strongly recommend that FCC should develop new procedures to recognize labs that are located in non-MRA countries . Thanks! BR robert

    In regards to lab accreditation I believe it that it should be up to A2LA or NVLAP to determine which scope a lab is accredited for as manufacturer labs may have either the need or bandwidth to be able to be accredited to a limited general scope for say all P:Art 15 devices. The TCB can then make the determination in regards to accepting the accreditation or not. In regards perhaps the accreditation smaller subsets if more structured overall one size fit all approach is choses, In that case I suggest something like this. 1) In regards to Part 15 intentional radiators suggest dividing up as follow A) Part 15 devices under 26 GHz B) Part 15 devices above 26 GHz C) Part 15 RLAN (15.247 / Part 15.407 D) Part 15 D UPCS 3) Licensed services – Mobile Part 20,22, 24,27, 4) Licensed services – General mobile radio part 90, 95, 101 5) Licensed services – Broadcast, marine, Aviation 6) RF exposure - A) RF E field measurements and studies B) SAR As an alternate consider placing RF E-Field measurement and studies under the various RF measurement standards for the above services and rules would also suffice..

    Dear FCC, How are you~ This is Mike from Huawei China. I concern about the article 5. Accreditation Requirements---Foreign Accredited Testing Laboratories mostly. It seems that if the laboratory is located outside of the United States, first should determine whether the country have signed MRA with the U.S.A, if no MRA, no need to check the second requirment because of no MRA. So the laboratory in China will not accepted, am i right? Thank you very much~ Sincerely Mike
