    I am a little concerned about dropping the substitution method and simply implementing a field strength conversion for ERP/EIRP measurements. I am OK with it for radiated spurious emissions since this will conform more to the ideas behind Part 15. But radiated fundamentals should have a great deal more accuracy when working with Licensed equipment. Properly performed, I believe that substitution is the only way to accurately measure radiated power to accuracies of 10% or less, especially if VSWR is included so the 'real' power loaded onto the substitution antenna can be measured.
