Examining Appendix A of DKDB 447498, it appears that many current standard cellular phone devices would be excluded from TCB consideration based on standard output power and 1-cm spacing used for Mobile Hotspot mode.
For example, a typical 800 MHz GSM device could rate as high as 500 mW (source-based time averaged, two up-slots), which exceeds the exclusion threshold by some 15-times for a 1-cm spacing.
