    In regards to software changes to non SDR radios, Cisco questions the restrictions on adding a new FCC class. For example a 802.11 radio is technically a SDR but a manufacturer may choose not to have the product approved as an SDR. The product is approved as a DTS under Part 15.247 , however later marketing wishes to add NII bands under Part 15.407. Given this is a non SDR, the upgrade can only be done by the manufacturer, therefore given this is allowed under SDR approval and can be done by a 3rd party , the issue is why cannot a manufacturer be allowed to do it under a standard Class II change if so desired by them.
