    Proposal: The Telecommunications Industry Association (TIA) urges the Commission to allow Telecommunications Certification Bodies (TCBs) to resume issuing Certifications based on the latest IEEE 1528 draft Standard on certification of portable transmitters, which is expected to be adopted within the next several months. Explanation: Under the TCB Exclusion List Version 12, portable transmitters under 300 MHz for which SAR evaluations are required are excluded from Certifications by a TCB. At the October 2008 TCB Workshop, the Commission explained that they have experienced some problems with the TCB approvals process for portable transmitters under 300 MHz. The FCC stated that it will evaluate the process and then let TCBs know when they may resume doing portable certifications for portable transmitters under 300 MHz. TIA urges the Commission to expedite reauthorization of TCB certifications for such transmitters. TIA appreciates your thoughtful consideration of this matter.
