Please explain in the area below why an STA is necessary:
Request authorization to operate spread spectrum on the HF and VHF frequencies assigned to the Amateur Radio Service. Current part 97 prohibits spread spectrum below 220MHZ

Purpose of Operation
Please explain the purpose of operation:  Conduct experiments with spread spectrum and research effectiveness under weak signal conditions. Compare against other digital modes such as JT65A, Olivia, MT63 and PSK31. Experiments will focus on: 1. Establishing the minimal transmitter power required to maintain reliable spread spectrum communications on each of the request frequency bands that is compatible modes operating within the Amateur radio frequencies. 2. Develop operating procedures that ensure reliable and compatible operation of spread spectrum transmission with in the Amateur Radio Service that can be shared with the community. 3. Conduct objective comparisons of weak signal capabilities of spread spectrum in comparison to weak signal modes such as WSTJ, JT65A, Olivia, and MT63 in order to advance our understanding of effective high frequency communications. Description of Operation: 1. On frequencies not in use by the primary services, make period transmissions, and have operators throughout the world provide signal reports back to this licensee. Data will be compared against date/time of transmission along with the transmitter power used at the time to determine effectiveness of spread spectrum emissions over the high frequency bands as a function of radio propagation conditions. All data will be log and made available to the Commission and the radio community. 2. Coordinate with stations authorized to operate same emissions and frequencies to exchange signal reports and other technical observations. All results will be logged and be made available to the Commission and the radio community. 3. Experiments will be conducted on a non-interference basis and only on requested frequencies where there is no interference to the Amateur radio service. 4. Transmission will be brief and long enough to exchange signal reports and callsigns. Identification will be done in Morse code at the end of each transmission.
