Please explain in the area below why an STA is necessary:
This STA is to allow operation in the 430-440 MHz portion of the amateur band for short range testing of a set of radio units intended for short range operations on the Lunar surface on the IM-2 lunar lander mission in 2023. The STA will support a finite window of testing at IM facilities. A separate license will be sought for the actual flight to the Moon.

Purpose of Operation
Please explain the purpose of operation:  To perform unit testing of the spacecrafts UHF system prior to flight. During the operation, up to two UHF frequencies will be used in various configurations of 2-3 AX100 units at a time; either 1 base to 1 user or 1 base to 2 user radios.
