Purpose of Operation
Please explain the purpose of operation:  The purpose of this operation is to develop a surrogate 5G transmitter to determine if recent and future planned spectrum sell-off in S-band (3.1-3.98 GHz) will have an operational impact on test and training infrastructure. The maximum power will follow FCC regulations in the 3.45-3.55 band of 3280 W/MHz.
