Explanation
Please explain in the area below why an STA is necessary:
The purpose of this application is to request authorization from the FCC for the Remote Sensing Center at The University of Alabama to operate an aircraft-mounted radar system during two flight tests beginning January 15th through January 31th, 2022, and continuing March 15th through April 30th 2022, near Grand Junction and Grand Mesa in Colorado, to test and calibrate the radar system and collect radar data on snow thickness in an alpine area. The objective of the overall project is to collect snow thickness data over the alpine areas to help improve the national water model (National Oceanic and Atmospheric Administration (NOAA) contract number NA19NES4320002). The radar data will be used to map the snow-air and snow-ice interfaces for estimating the thickness of the snow cover over alpine areas. This is a continuation of our previous successful operations in 2019 and 2020 (File # 0057-EX-ST-2020, Confirmation # EL 942044).

Purpose of Operation
Please explain the purpose of operation:  Deployment flight tests are needed near Grand Junction, Colorado, the location where the radar systems will be installed by Remote Sensing Center on the NRL’s Twin Otter aircraft. Operation of the radar during flight tests requires authorization from the FCC. We are including nominal operating parameters (frequency and power), but we can adjust these to accommodate FCC requirements.
