Explanation
Please explain in the area below why an STA is necessary:
Microsoft plans to conduct a competitive prototype evaluation of a security solution prior to the FCC license application for the R&S solution approval. One potential solution is the Rohde and Schwarz Quick Personal Scanner (QPS 201). R&S USA Inc (R&S) has previously commenced with the FCC Certification process and is awaiting responses from the FCC regarding the process. R&S believes it has a viable and effective solution to the Microsoft need; however will be unable to participate without an STA. Final authorization/certification of the FCC Certification for the device is estimated to be sometime towards the end of the second quarter of 2020. Without the STA, R&S will be unable to compete for the Microsoft opportunity.

Purpose of Operation
Please explain the purpose of operation:  The RS QPS 201 is a millimeter wave security scanner that automatically detects potentially dangerous items carried on the body or in clothing. The R&S®QPS 201 is a millimeter wave security scanner that automatically detects potentially dangerous items carried on the body or in clothing. It consists of a flat panel with 3,008 transmitter/receiver pairs that emit extremely low-power millimeter waves in very short succession. Persons being scanned stand squarely between the panels as if facing a mirror, holding their arms slightly away from their bodies. The detection software uses machine-trained algorithms to search for conspicuous objects of all material types. The scanner searches for anomalies indicating unusual objects rather than for certain items, enabling it to discover unknown and new threats. Microsoft intends to evaluate the effectiveness of the scanner device within a vestibule together with other security equipment to create a self-service physical security gate. The QPS 201 device has been deployed in Europe and Canada to thwart terrorism and other security matters.
