Explanation
Please explain in the area below why an STA is necessary:
Nokia would like to apply for a STA for airborne operation of mobile phones aboard a UAV (Unmanned Aerial Vehicle) for testing purposes. The proposed tests will measure radio frequency signal strength of a mobile network by using three AT&T commercial smart phones (UEs) and a DRT receiver installed on a drone (UAV). Tests will be conducted in the neighborhood of these two addressees 400 Speed way Blvd, Kansas City and 12545 Kansas Turnpike, Bonner Spring in Kansas during a six month window starting February 2017. All three UEs and DRT receiver have been FCC certified under FCC IDs: ZNFVS980 (1 LG UE), A3LSGHM919 (2 Samsung UEs) and ECCN 7A994 (DRT receiver). All UE’s will be locked on to 1900MHz (PCS) and / or 1700MHz – 2100MHz (AWS) bands and will not transmit in the 850MHz (Cellular) band. The LG UE under FCC ID ZNFVS980 will act as a controller which controls other two Samsung UEs under FCCID A3LSGHM919 and DRT receiver through Bluetooth. The two Samsung UEs under FCC ID A3LSGHM919 will be used to collect data operating in AT&T network. 1900MHz PCS and/or 1700MHz-2100MHz AWS bands. DRT receiver will scan PCS and/or AWS bands. The control system for the drone will operate in the unlicensed 2.4GHz band. Currently, there are no specific rules defined in 47CFR Parts 24 and 27 governing operation of mobile phones aboard UAVs. Therefore, a STA application is requested and submitted for the above proposed operation. Please note that the proposed UAV operation for this PoC itself is going to be carried out in accordance with FAA rules in an environment with controlled access. Please note that the FRN used for this STA is under Alcatel-lucent name which was acquired by Nokia in January 2016, as previously communicated to FCC in March 2016. As reference, previous STA application 0724-EX-ST-2016 was granted to Nokia from June to December; unfortunately the test has never started as Nokia spent this time preparing legal documentation.
