Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of a number of frequencies to provide video and aural coverage to a number of television stations as well as ground support and logistics for Red Bull Air Race World Series 2016 events at Indianapolis, IN and Las Vegas, NV. These are major international events and this application includes setup and pre/post event activities that will take place over the periods noted above. The actual locations for the events are the Indianapolis Speedway Indianapolis, IN (9/26 through 10/04/2016) and the Las Vegas Motor Speedway Las Vegas, NV (10/10 through 10/18/2016).
These are very large and potentially hazardous events for the pilots and the many thousands of attendees. Public Safety concerns are paramount at events of this magnitude, where coordination and communications have been issues in the past and the consequences have been tragic. Good communications, both audio and video, is key to minimizing the risks to the public and the pilots. Wireless video cameras will continually monitor the speeding planes as they navigate the race course. The timing and risk is comparable to the Blue Angels, with the added uncertainty of a true air race. The significant majority of the frequency bands being applied for have been used previously at air races of this kind. The frequencies and the number of units requested are what is considered necessary for an event of this magnitude.
