Explanation
Please explain in the area below why an STA is necessary:
STA is required for airborne operation of mobile phones aboard a UAV (Unmanned Aerial Vehicle) for testing purposes. As currently there are no specific rules defined in 47CFR Part 24 governing operation of mobile phones aboard UAVs, Nokia would like to request this STA for testing purposes. Nokia intends to conduct a PoC (Proof of concept) using UAVs to collect Radio Frequency data for mobile network optimization. Please note that the proposed UAV operation for this PoC itself is going to be carried out in accordance to FAA rules in an environment with controlled access. The proposed test plan calls for the use of a drone (UAV) carrying three AT&T commercial mobile phones operating in 1700-2100MHz (AWS) and 1900MHz (PCS) bands only.

Purpose of Operation
Please explain the purpose of operation:  Purpose of this operation is to perform tests measuring radio frequency signal strength of a mobile network using a drone (UAV) with 3 commercial smartphones (UEs) attached to it. All UE’s will be locked on to LTE carriers within AT&Ts 1900MHz (PCS) and / or 1700MHz – 2100MHz (AWS) bands and will not transmit in the 850MHz (Cellular) band. Setup description: 3 UEs operating in LTE 1900MHz and / or AWS band, attached to a Drone. 1 UE will act as controller (FCC ID ZNFVS980), 2 UEs collecting RF measurements (FCC ID A3LSGHM919) and a DRT Receiver (ECCN 7A994) may also be used to collect RF signal strength. One of the UEs controls the other 2 test UEs and the DRT Receiver via Bluetooth. The control system for the drone will operate in the unlicensed 2.4GHz band in which the FCC has allowed operation of RC (Radio Control) aircraft. Test to be conducted at the Kansas City Speedway e in Kansas during a three month window starting June 2016. As previously communicated to FCC, please note that the FRN being used for this STA is under Alcatel-Lucent name which was acquired by Nokia in January 2016.
