Explanation
Please explain in the area below why an STA is necessary:
The STA is necessary to provide for the immediate operating authority to provide a managed access system at the Maryland Metropolitan Transition Center in Baltimore, Maryland to interdict contraband wireless devices in the prison, pending final execution and FCC approval of all spectrum leases with the CMRS licensees in the area necessary to operate the system on a long term basis.

Purpose of Operation
Please explain the purpose of operation:  The operation, utilizing spectrum licensed to the CMRS carriers in the area of the prison. The operation, utilizing spectrum licensed to the CMRS carriers in the area of the prison, and with the consent of the CMRS carriers, will interdict contraband wireless devices operating in the restricted areas of the prison while permitting any authorized devices to operate normally on their home networks, either inside or outside the restricted areas, or for 911 emergency calling.
