STA is necessary to allow Peabody Powder River Mining to test a device in a real world environment in order to determine if the equipment will be suitable for the proposed application. The equipment being provided by the manufacturer will be used at a mining location in order to determine whether there is high-wall creep (meaning that there is movement in the walls of the mine. The equipment is designed to determine whether high-wall creem exists by emitting an RF signal and measuring the time that it takes for the RF wave to be reflected back to the receiver. Determining whether or not high-wall creep exists is critical to ensuring the stability of the mine and the safety of mine personnel. The proposed start date is later of February 17, 2012 or the date of grant for a period of two weeks from the later of February 17, 2012 or the date of grant.

As described above, the purpose of the operation will be to test equipment in a real world environment that is being provided by the manufacturer in order to determine whether it is suitable for the proposed aplication.
