Explanation
Please explain in the area below why an STA is necessary:
Curtiss-Wright Controls Inc. (CW) seeks this STA in order to conduct demonstrations of its ultra-wideband ground penetrating radar (GPR) device known as ?3d-Radar? for prospective non-federal customers this summer as it awaits an FCC grant of its Part 15 waiver request for the device. By way of background, CW filed its Part 15 waiver request with the FCC in June 2010 seeking authorization to operate the device for non-federal use. (ET Doc. No. 10-167.) We understand that the FCC?s Office of Engineering and Technology (OET) is currently working on an order responsive to the waiver request which, hopefully, will be issued in the near future to permit non-federal use of the device. The Chief of OET, who has been closely involved in these proceedings, can confirm these representations. Significantly, NTIA -- with FCC coordination -- has already approved the use of CW?s GPR device for federal use on a nationwide basis. See response for ?Purpose of Operation? below for additional details.

Purpose of Operation
Please explain the purpose of operation:  Ground pentrating radar demonstration. Pursuant to a grant of this STA request, CW will conduct demonstrations of the 3d-Radar GPR device for prospective non-federal customers under the same terms and conditions as set forth in the recent NTIA certification for federal users, a copy of which is attached hereto. The NTIA certification was coordinated by the FCC for federal use and released to the public on June 15, 2011. Experimental activities will be of limited duration for a few hours each day on selected days and at selected locations in the U.S. as determined by the prospective customer. The 3d-Radar GPR device is an ultra-wideband emitter regulated under the Part 15 rules and for the purpose of surveying sub-surface and below ground structures.
