Explanation
Please explain in the area below why an STA is necessary:
NIITEK seeks expeditious consideration and grant of Special Temporary Authority (STA) in order for NIITEK to operate a Mini-CDL (Model 200) for development of a ground radio link to be used to provide enhanced capability to Niiteks landmine detection system (the Landmine Detection System). The Landmine Detection System has been procured by the United States Army to ensure the safety of U.S. forces and currently is in use in Afghanistan. Niitek already has received an STA to test and develop its ultrawide band ground penetrating radar in connection with the same Landmine Detection System. See Notification from OET that STA Granted to Niitek, Inc. in 0527-EX-ST-2010 (11/06/2010). Accordingly, expeditious grant of NIITEK?s STA application is in the public interest and a matter of national security. As discussed in more detail below, NIITEK seeks an STA for the limited purpose of testing and developing the ground radio link at its laboratories located in Dulles, Virginia, known as the Ladbrook facility. Eventual operational use of the device will be performed by the U.S. Army outside the United States.

Purpose of Operation
Please explain the purpose of operation:  Military equipment development To develop wireless technologies for data streaming communication between a primary landmine detection vehicle (Husky) and a second route clearance vehicle (RG-31) in connection with Niiteks Landmine Detection System procured by the United States Army for immediate use in overseas combat in the Middle East. The goal of this development is to provide an enhanced capability to the soldiers. NIITEK requires an STA for operation of certain wireless equipment in order to ensure that the equipment functions properly when integrated with the System as used by the U.S. Army. The development costs of this integration effort, including procurement of this specific radio link, are funded by the U.S. Army.
