Please explain in the area below why an STA is necessary:
Teledyne Brown Engineering plans to experiment with a radar altimeter operating at 35.2 GHz 30 feet above the ground. The directional radar will be aimed at the ground to provide an image of the terrain.

Purpose of Operation
Please explain the purpose of operation:  TBE will experiment with a Degraded Visual Environment (DVE) radar we are building that will allow helicopter pilots to have visual representation of the ground when landing. We built a Multi-Input/Multi-Output (MIMO) radar operating at 35.2 GHz that serves as a radar altimeter.
