Explanation
Please explain in the area below why an STA is necessary:
This STA is in support of one-time NIJ sponsored prototype demonstrations of University Research, for FCC and NTIA officials, at the FCC 12th Street location. This request is being coordinated through Jennifer Manner (FCC) and Joe Heaps (NIJ).

Purpose of Operation
Please explain the purpose of operation:  Over the air demonstration of SDR & Cognitive research and prototype RF technology. This operation will include over the air demonstration of SDR & Cognitive research and prototype RF technology being developed via NIJ funded grant programs. Technology being developed in support of State, Local and Tribal Law Enforcement to improve public safety and law enforcement communications.
