Explanation
Please explain in the area below why an STA is necessary:
By the instant request ("Application"), BAE Systems Information and Electronic Systems Integration Inc. ("BAE Systems") requests that the Commission grant to BAE Systems Special Temporary Authority ("STA") to operate the facilities (the "Facilities") specified in the instant STA Request. A Start Date of February 25, 2011 is respectfully requested.

Purpose of Operation
Please explain the purpose of operation:  the purpose of this experiment is to come up with a more cost efficient and more robust system for the Army then the current Ground Mobile Radio. The fixed and mobile operations will allow BAE Systems to test in an outdoor environment to understand how this technology might work in a real world scenario for the soldiers.
