Explanation
Please explain in the area below why an STA is necessary:
The Johns Hopkins University Applied Physics Laboratory (JHU/APL) with support from Morehead State University is working on an experiment that will use the MSU 21-m antenna to radiate a range of power levels for reception by the Mini-RF radar package aboard the Lunar Reconnaissance Orbiter (LRO). This signal, of known power level, will be used to establish a baseline amplitude so that a received power level at the Mini-RF Antenna can be established. This is a continuation of a calibration activity that we successfully performed at X-band The initial round of tests at S-band provided mixed results, therefore we are requesting an additional 6 month STA.

Purpose of Operation
Please explain the purpose of operation:  We will use the MSU 21-m antenna to radiate a range of power levels at S-band for reception by the Mini-RF radar package aboard the Lunar Reconnaissance Orbiter (LRO). This signal, of known power level, will be used to establish a baseline amplitude so that a received power level at the Mini-RF Antenna can be established. As with the X-band experiment, this information will assist in characterizing the Mini-RF receiver chain, thereby supporting calibration of the instrument.
