Please explain in the area below why an STA is necessary:
This application uses information from previous grant 1593-EX-ST-2022. This STA is necessary to authorize launch vehicle communications and two experimental first-stage recovery operations of the side boosters for SpaceX Falcon Heavy Mission 1586, launching from Complex 39a, Kennedy Space Center. Application includes three sub-orbital first stage boosters, and an orbital second stage. Trajectory data will be provided directly to NTIA, USAF, and NASA. All downrange Earth stations are receive-only. Both operations are pre-coordinated with the Range.

Launch vehicle communications for mission launching from Kennedy Space Center and experimental first-stage recovery operations for the two side core boosters. The center core is expendable with a soft water landing.
