Please explain in the area below why an STA is necessary:
We were requested by Kennedy Space Centers spectrum management team to file for an STA if we want to use Scintec SODAR RASS system at our facility.

Purpose of Operation
Please explain the purpose of operation:  The radiosondes were seeking approval for would be used for the Quantifying and Understanding Environmental Turbulence Affecting Lasers (QueTal) project. sponsored by the Joint Directed Energy Transition Office. The objective of this project is to collect coherent datasets in coastal/inland environments for testing and validating theories and empirical formulations relevant to optical turbulence characterization and prediction as an additional dataset to the existing dataset of QueTal in the marine and desert environments and provide a better understanding of the nature of atmospheric turbulence and its effects on optical propagation. In the upcoming field testing campaign a tethered balloon, various surface level instruments, SODAR, and two instrumented mobile towers will be deployed at the TISTEF 1km laser range at Kennedy Space Center, FL. These instruments will characterize the refractive index structure constant Cn2 at various heights in the boundary layer. The RASS system this STA includes uses 1290 MHz RF Transmitters to calculate vertical Cn2 profiles from a fixed base station.
