Please explain in the area below why an STA is necessary:
An STA is necessary for the timely evaluation and demonstration of the technical readiness of an array based on Arrays at Commercial Timescale (ACT) to potential government customers in support of a near-term acquisition decision effort.

Purpose of Operation
Please explain the purpose of operation:  The purpose of operation is to demonstrate the technical readiness of a new antenna, an Array at Commercial Timescale (ACT). The ACT will be used only as a receive antenna to assess its utility in an Electronic Surveillance Mode (ESM) to detect test emitters. Test signals from a Keysight M8195A Arbitrary Waveform Generator will be sent through a rooftop mounted Standard Gain Horn antenna to the ACT-based array. Testing cannot be performed in an indoor range due to the need to be in the antenna far-field region.
