Please explain in the area below why an STA is necessary:
Performing integration testing of a system using commercial radars in the North Logan, UT area. The commercial radars have current experimental licenses (2ANLB-MESASSR00053 and 0181-EX-CN-2018), but will be operated during testing at a new location at the Space Dynamics Laboratory.

These structures prevent aircraft from flying this low in the area.
