Explanation
Please explain in the area below why an STA is necessary:
Curtin Institute of Radio Astronomy (CIRA) is developing Transponders for Ionospheric Measurement (TIM) prototypes for the Defense Advanced Research Projects Agency (DARPA) under Agreement No.: HR0011-24-9-0498. This contract entails a field demonstration of a TIM prototype by the CIRA team at Camp Jackson Sawyer near Big Pine Key in Florida starting in March 2025. The STA is necessary as the TIM prototype is required to demonstrate its radar transponder functionality by re-transmitting the incident over-the-horizon radar (OTHR) test signal provided by the US Government. 17 Mar. 2025. In addition to the current 20 MHz to 21.45 and 21.85 to 25 MHz license, we request the addition of 15 MHz to 20 MHz band as per DARPAs instructions.

Purpose of Operation
Please explain the purpose of operation:  The purpose of the operation is to demonstrate that the TIM transponder satisfies CIRAs contractual obligations to DARPA. 17 Mar. 2025. DARPA instructed CIRA to demonstrate the radar transponder in an additional band of 15 MHz to 20 MHz.
