Please explain in the area below why an STA is necessary:
By the instant Application, OmniAir Consortium, Inc. (“OmniAir”) respectfully requests the grant of an experimental Special Temporary Authority (“STA”) effective May 5, 2025 through May 16, 2025 to conduct LTE-V Cellular-to-Everything (LTE-V2X (C-V2X PC5)) (also called “Direct V2X”) and Network V2X (Cellular/Uu) radio device testing at the State of Florida Department of Transportation’s “SunTrax” Testing Facility in Auburndale, Florida.

Purpose of Operation
Please explain the purpose of operation:  Road testing is planned of ITS roadside and onboard radio units on the SunTrax Testing Facility test track and adjacent local roads using Direct V2X and Network V2X wireless communications. Established in 2004, OmniAir is a 501(c)(6) industry association promoting interoperability and certification for Intelligent Transportation Systems (“ITS”), Tolling, and Connected Vehicle technologies. OmniAir launched its certification program for C-V2X radio devices operating in these Upper 30 MHz of the 5.9 GHz Band (5895 to 5925 MHz), offering conformance assessment, interoperability, and security testing to provide “trusted communications” to the traveling public. In support of its V2X Certification Programs, OmniAir periodically hosts “Plugfests” attended by device manufacturers and leading test labs and test equipment providers worldwide. Each OmniAir Plugfest is a week-long event (or longer) where device manufacturers, test labs, and test equipment manufacturers gather to conduct bench testing and field testing of Connected Vehicle devices. To date, OmniAir has conducted 15 Plugfests in the United States, Canada and Europe. The next Plugfest is scheduled at the SunTrax Testing Facility, starting May 5, 2025 and continuing through May 16, 2025. Road testing is planned of ITS roadside and onboard radio units operating in the 5.895 to 5.925 GHz Band on the SunTrax Testing Facility test track and adjacent local roads using Direct V2X and Network V2X wireless communications technology. Specifically, vehicles will be equipped with prototype onboard units from several manufacturers. The onboard units will communicate with various roadside units temporarily deployed on the roadside infrastructure to test the efficacy of Direct V2X and Network V2X communications in differing scenarios, e.g., intersection, urban and suburban. An experimental STA is necessary to authorize the planned temporary testing during the dates of the Plugfest.
