Please explain in the area below why an STA is necessary:
This operation is a non-recurring service where regular authorization is not appropriate and is to be conducted through the requested dates. The proposed operation will demonstrate and work with the State of New Jersey, and the New Jersey State Police, to use these devices to develop and evaluate UAS tracking within five counties of New Jersey. Because approval of the proposed license will contribute to the development of new technology, the proposed license is consistent with the public interest.

Purpose of Operation
Please explain the purpose of operation:  This operation is a non-recurring service where regular authorization is not appropriate. Operation Description: The State of New Jersey and the New Jersey State Police have formally requested collaboration with the applicant to advance their counter-unmanned aircraft systems (UAS) initiatives with state and national security implications. In response, the applicant seeks to demonstrate and evaluate up to eight (8) devices under the requested license. These devices will be deployed across five counties in New Jersey to assess a system designed for detecting and tracking UAS activity. This demonstration directly supports the State of New Jersey and the New Jersey State Police in enhancing public safety and addressing emerging UAS-related challenges. The applicant confirms that no activities involving directed energy, RF jamming, or electronic attacks will be conducted as part of this collaboration.
