Explanation
Please explain in the area below why an STA is necessary:
Applicant hereby seeks authority under Part 5 of the Commissions rules to permit it to conduct ground and airborne operations in connection with a cooperative research and development agreement (R&D) with the Air Force, Navy, and Army under U.S. Government contract. These operations are intended for short duration, therefore an STA is appropriate. USG contract number HR001121C0076.

Purpose of Operation
Please explain the purpose of operation:  Applicant proposes to test a developmental system on the ground at and around the Goodyear, AZ area and during flight testing on a U.S. government aircraft. Flight operations will not exceed 24,000ft AGL. The experimentation is focused on field testing of a broad range of signal emissions including those for telemetry, DF/COMMINT systems, tactical radios, networked radio communication systems, radio navigation systems, WIMAX, and radar. Results from the experimentation will be used to enhance effectiveness of future military radio frequency systems.
