Please explain in the area below why an STA is necessary:
Sceye is developing and manufacturing a high-altitude platform for commercial use. To communicate with the unmanned free balloon, radio communications are required for command and control and video downlink from the platform.
Purpose of Operation
Please explain the purpose of operation:
Perform experimental flight test to support SCEYE HAPS design and development. The Purpose of Operation is to perform experimental flight test to support SCEYE HAPS design and development. Flight test operations include (1) testing of full-scale vehicle prototypes and (2) testing of vehicle and payload systems hardware and software on either unmanned high-altitude balloons or subscale versions of vehicle prototypes.
