Explanation
Please explain in the area below why an STA is necessary:
Blue Origin has been using 2042 and 2069.1 MHz as uplink from our mobile ground station to our launch vehicle as part of ELS 0224-EX-CR-2022 for New Shepard reusable launch vehicle ground and launch operations for nearly two years. We requested a modification to 0224-EX-CR-2022 to increase the frequency bandwidth of some of the frequencies we use from our launch vehicle (for ground operations only) by +/- 1MHz, and we received the modification yesterday, 5/13/24, with 2069.1 MHz removed. We are less than a week from a planned launch operation, 5/19/24, and have no approved alternative frequency to enable our launch operation. We are requesting an expedited STA review to be allowed to use 2069.1 MHz and will include the possibility of using 2090 MHz for one mission (including preparations on the ground starting 5/17/24 through the launch itself) and will work with the FCC to determine a better frequency to use for our ELS license going forward.

Purpose of Operation
Please explain the purpose of operation:  This application is for one suborbital flight of the launch system, which includes a booster and a capsule. We have STAs in place for the downlink from the launch vehicle (space to ground), and this STA will simply cover our uplink from the mobile ground station to the booster (ground to space). It will also cover pre-flight ground operations necessary to prepare the vehicle and ground systems for flight. The uplink from the mobile ground station to the capsule is already covered by 0080-EX-CM-2024.
