Explanation
Please explain in the area below why an STA is necessary:
Due to the radars unique operational frequency requirements and its innovative active electronically scanned array (AESA) technology based on Gallium Nitride (GaN) Amplifiers, standard FCC licensing does not cover our specific needs for this short-term experimental deployment.

Purpose of Operation
Please explain the purpose of operation:  To conduct a limited series of tests to evaluate the radar capabilities. I am writing on behalf of Hood Tech Aero, Corp. to request Special Temporary Authority (STA) for the operation of the RPS-42 Radar System, an S band tactical hemispheric air surveillance radar developed by RADA Electronic Industries Ltd. As part of a critical experimental program, we seek to conduct a limited series of tests to evaluate the radar capabilities to interface with our custom built camera systems and software. Due to the radars unique operational frequency requirements and its innovative active electronically scanned array (AESA) technology based on Gallium Nitride (GaN) Amplifiers, standard FCC licensing does not cover our specific needs for this short-term experimental deployment. We require the STA for a period not to exceed 6 months, within the confines of 15km if The Dalles, Oregon, ensuring that the radar operates within the constraints of non-interference with existing communications and broadcast services. The findings from this experimental operation are expected to contribute significantly to advancements in surveillance and detection technologies, with direct benefits to public safety and national security interests. We assure the Commission that all operations will comply with the conditions set forth by the STA, and we are committed to monitoring for and reporting any instances of harmful interference, should they arise.
