Explanation
Please explain in the area below why an STA is necessary:
Tampa Electric is installing a new LTE Core and RAN sites for Private LTE usage. Tampa Electric is needing to validate the cores functionality while we are waiting on the Anterix 900 Mhz frequency to be cleared for our use.

Purpose of Operation
Please explain the purpose of operation:  Tampa Electric is implementing a Private LTE network for Grid Modernization purposes. This is to communicate with field devices such as reclosers, line sensors, capbank controllers etc for resiliency and self-healing electricity network capabilities for our customers. The new cellular network is needed to communicate to more than 10k devices that is anticipated in service by 2030. The STA is only an interim step while we are waiting for Anterix to clear spectrum for us this year. We need to validate the core equipment and antennas are communicating properly as an temporary step in our installation and setup.
