Amazon seeks special temporary authority to operate four experimental pre-production customer terminal transceivers to transmit test signals to a licensed non-geostationary satellite constellation of identical space stations for the purpose of measuring the performance of the transceivers' transmission and reception.

Please explain the purpose of operation:
These test transmissions will also be used to characterize antenna transmissions to a) verify compliance with 47 C.F.R. Part 25 and b) qualify their link performance specifications. These measurements form part of Amazon's program to develop high-speed, innovative, satellite-delivered services to unserved and underserved customers worldwide.
