Explanation
Please explain in the area below why an STA is necessary:
ABL Space Systems is requesting an STA to transmit from the RS1 launch vehicle to ground stations located in Kodiak, AK. This STA is necessary to support multiple, non-continuous, tests and operations of the RS1 launch vehicle RF system. Operations which include transmissions will be short in duration, negating a need for a long term license. ABL will coordinate with the appropriate parties before each operation to ensure non-interference. Scope of STA is exclusive to pre-launch operations and testing only.

Please explain the purpose of operation:  The objective of the transmitting operations is to verify the RS1 launch vehicle RF system functionality, including the interoperability between RS1 and the local ground stations along with other pre-launch operations.
