Explanation
Please explain in the area below why an STA is necessary:
As Xwing continues its development of unmanned aircraft technology, the flight test program requires an expansion of its footprint to support the U.S. Air Force Agile Flag Exercise. Xwing has an existing FAT License WRJS778 & FMA1 License WRJT316 for Airband VHF radios. Due to the timeline required to begin testing, we applying for an STA to support this testing in December. We shall also submit FCC Form 601 for the FAT1 & FMA1 for long-term licensing.

Purpose of Operation
Please explain the purpose of operation:  Special Temporary Authority (STA) is requested due to the immediate need for spectrum approval. Xwing is experimenting with datalinks to support the development of autonomous flight technology for unmanned aircraft. Grant of the instant request for STA would serve the public interest by enabling Xwing to experiment with hardware and software solutions to support the development of autonomous flight technology.
