Explanation
Please explain in the area below why an STA is necessary:
An extension to STA WU9XHC, FCC File No. 0773-EX-CT-2023, is necessary because the Cygnus NG-19 spacecraft is docked at the International Space Station (ISS) and its departure has been delayed past the date necessary for completion of its operations before the Dec. 28, 2023 expiration date of this STA. An exhibit is attached with emails from NASA officials addressing the delay. Even further delay is judged to be possible. Therefore, consistent with the advice of NASA officials as shown in the attached email correspondence, this application is for a 6-month extension of this STA. In the attached emails NASA representatives note that Special Condition (1) provides that the STA will expire at Cygnus separation from the ISS + 21 days or 28 December 2023, whichever occurs first. Accordingly, NASA recommends that the STA be extended for six additional months inasmuch as the STA with this same special condition modified for the new expiration date will result in the STA automatically expiring when the mission is complete. This will provide needed flexibility to accommodate any future delay(s) in departure. All other technical parameters and conditions remain unchanged. The Cygnus NG-19 spacecraft was launched and is operated by Northrop Grumman Systems Corporation (NGSC) as part of the NASA Commercial Resupply Services 2 (CRS2) program. Cygnus spacecraft telemetry is transmitted during all phases of the mission. An STA is required for the Cygnus spacecraft due to the short duration of the mission and because of the need for frequency coordination among users of the applicable frequency bands. This STA application is consistent with FCC/NTIA policies and is similar to STA applications submitted for previous Cygnus spacecraft.

Purpose of Operation
Please explain the purpose of operation:  Spacecraft telemetry links are for monitoring of Cygnus spacecraft state of health. Telemetry links include: • S-Band Single Access (SSA) and S-Band Multiple Access (SMA) spread spectrum return link operation with NASA TDRS. • High data rate downlink operation with mission Ground Stations • Cygnus to ISS link for proximity operations will be used during the mission. The transmitters supporting these links are described below: The Cygnus spacecraft configuration will comprise of two L-3 Cincinnati Electronics (L-3 CE) transmitters (primary & redundant-backup) operating at 2287.5 MHz in TDRS mode and it will also provide telemetry downlinks at 3 Mbps and 6 Mbps. Two additional transmitters (primary & redundant-backup), also procured from L-3 CE, operating at 2203.2 MHz will be used for the Cygnus to ISS proximity communication link. These transmitters meet all STA parameters and conditions as compiled with previous CRS STA applications.
