Explanation
Please explain in the area below why an STA is necessary:
This request for Special Temporary Authority (STA) is submitted pursuant to 47 CFR 5.61 as necessitated by the following: • Bell uses Freq diversity sending one data stream down to the receiving station on two different frequencies, i.e., a pair, for improved reception. • Bell Best Practice requires a minimum or 30 MHz separation between the two frequencies within the pair for a given aircraft platform • Flight Test L-band, 1435 – 1525 MHz, limits the number of frequency pairs to one for a given aircraft platform • Bell has a requirement to down link an additional data stream on the same aircraft platform. • L-band will not accommodate the additional frequency pair required for the additional data stream. • Bell is requesting the usage of the lower C-band, 4400-4940 MHz, for deconfliction purposes • Bell will limit our usage to a bandwidth that does not exceed 20 MHz, within the lower C-band range
