Please explain in the area below why an STA is necessary:
This request for Special Temporary Authority (STA) is submitted pursuant to 47 CFR 5.61 as necessitated by the following: Bell is requesting the usage of the lower C-band, 4400-4940 MHz, for deconfliction purposes Bell will limit our usage to a bandwidth that does not exceed 20 MHz, within the lower C-band range.

Purpose of Operation
Please explain the purpose of operation:  The purpose is to perform a series of experimental flight test operations to demonstrate and qualify a competitive prototype aircraft pursuant to new product development for the USAF.
