Explanation
Please explain in the area below why an STA is necessary:
TSC is looking to support a US Gov exercise using a commercial maritime navigation radar (Garmin manufacturer) in a ground/ terrestrial environment. The low watt COMNAV radar provides the right frequency and doppler tracking capability that would effectively support the radar. TSC would like to use GARMIN as the surrogate training radar. GARMIN Equipment Certification ID: IPH-04163, TSC call sign is WM2XKF.

Purpose of Operation
Please explain the purpose of operation:  TSC is looking to support a US Gov exercise using a commercial maritime navigation radar (Garmin manufacturer) in a ground/ terrestrial environment. The US GOV is testing out new equipment that would support their interest against Integrated Air Defense Systems. The COMNAV radar would act as a surrogate that is low power for short range testing and evaluation. GARMIN has an FCC ID and FCC license as a maritime radar. US GOV requested a STA since the GARMIN radar would be used in a ground test instead of a maritime test. Current FCC approvals (ID/License) are for maritime.
