Please explain in the area below why an STA is necessary:
Hoverfly designs and manufactures tethered UAS components and systems. This includes payload mounts for radios. The majority of our research, design, and testing is performed in a laboratory environment without any RF emissions. In order to fully characterize radio performance on our system, we would like to conduct experiments with radios transmitting and receiving while mounted on our UAS aircraft and flying up to 200ft.
Purpose of Operation
Please explain the purpose of operation:
Hoverfly designs tethered UAS aircraft that carry a radio payload up to 200ft to act as a variable height antennae (VHA). Ultra Communications based in Montreal, Quebec designs radios to meet military performance and ruggedness criteria. The license will be used to validate an Ultra designed radio with dual polarized antennas (MIMO) in Band 4 on a Hoverfly Tethered UAS at Hoverflys headquarters in Sanford, FL in advance of a demonstration to the Canadian Air Force at Petawawa CAF base.

There are not any substantial formations or structures to report. However, our tethered drones operate within a LAANC authorization zone designated by the FAA and is approved to 400ft AGL max altitude. We submit authorization on a daily basis from the FAA and receive approval to fly in this airspace. Our system only utilizes 200ft of the available flight altitude based on the limitations of our system. Additionally we have a constant open NOTAM over our facility which notifies pilots and aircraft of our operation in this area.
