Explanation
Please explain in the area below why an STA is necessary:
Special Temporary Authority (STA) is requested due to the immediate need for spectrum approval. Xwing is experimenting with datalinks to support the development of autonomous flight technology for unmanned aircraft.

Purpose of Operation
Please explain the purpose of operation:  As Xwing continues its development of unmanned aircraft technology, the flight test program requires an expansion of its footprint to support the Crosscutting Operations Strategy. and Technical Assessment (COSTA) program with the FAA and NASA. Xwing has an existing FCC license for 2360-2395MHz within 322km of 37-58-59.6N, 122-03-23.2W. To ensure the necessary telemetry is downlinked for this program, Xwing would like to add higher gain directional antennas in Hollister, CA.
