Textron Systems (Textron) hereby requests Special Temporary Authority (“STA”) to conduct testing and military observed demonstrations of a waveform utilizing a generator powered radar simulator called the Portable Range Threat Simulator (PRTS), Textron model# 77155-40000.
Textron is requesting a STA to facilitate short notice testing on the selected frequencies at various military customer locations. Such requests are often received on extremely short notice with expedited operational schedules. To allow testing over various propagation conditions, a number of frequencies in the 13.433-13.869 GHz, 12.66-13.237 GHz, 9.66-10.037 GHz, 8.305-8.505 GHz bands have been selected. Any transmissions conducted on the noted frequencies will be of short duration. The maxim ERP of 74.5-88dbm is necessary to complete the operation due to distance constraints, details of which cannot be shared in this application. Textron believes that no harmful interference to any incumbent licensees which may be operating on these frequencies will occur. However, to the extent necessary Textron will use its best efforts to avoid and minimize any potential interference. Textron understands that if any interference to existing licensed stations occurs, any transmissions will be subject to immediate shut down. Because the equipment is technically incapable of providing station identification, Textron respectfully requests a waiver of the station identification provisions of Section 5.115 of the Commissions rules, 47 C.F.R. § 5.115.
Textron submits that a grant of an experimental STA is necessary and in the public interest because it will 1) help train, develop, and build modern warfighting capabilities 2) it will advance national security efforts by providing technologically advanced radar knowledge to US troops at home and abroad.
