Please explain in the area below why an STA is necessary:
Rincon Research Corporation will be conducting experiments using four prototype low-power radio beacons located at Polihale State Park Camping Area (1 mile radius around 22.0913, -159.7517). The beacons will be carried at an altitude not to exceed 5 meters within the described locations during the experiment window. The beacons will transmit signals below the local noise floor for several 1-hour windows over the course of one week in April or May 2023.
