Explanation
Please explain in the area below why an STA is necessary:
We require a license in order to perform critical over the air tests in fulfillment of a Government Contract (HR001121C0130).

Purpose of Operation
Please explain the purpose of operation:  Explore RF propagation effects for communications and radar signals between an autonomous sensing platform on the sea surface and land. The goal of these tests is to explore RF propagation effects for communications and radar signals between an autonomous sensing platform on the sea surface and an aerial platform. Because of the distances involved and the atmospheric effects these experiments cannot be conducted in an indoor test chamber.
