Explanation
Please explain in the area below why an STA is necessary:
A Special Temporary Authorization is required to support a short test and demonstration event using a passive radar deocy operating at 9.3Hz- 9.4GHz. The radar decoy receives the radar pulse, interpolates the pulse, adds micro doppler shift and retransmits the pulse giving the radar a false sense of size.

Purpose of Operation
Please explain the purpose of operation:  The purpose of the operation is in support of a government contracted demonstration. The Government would like to see the decoy operate successfully against a low power, low observable radar for the demonstration. The demonstration will take place December 6 - 10 aboard Joint Expeditionary Base, Coronado CA.
