Please explain in the area below why an STA is necessary:
This application uses information from previous grant, 0428-EX-ST-2015. This STA is necessary to authorize Falcon launch vehicle communications for SpX-8 commercial re-supply run to ISS, from Complex 40, Cape Canaveral AFS. Includes first-stage sub-orbital flight, and second-stage orbital flight. Trajectory data TBP directly to NTIA, USAF, and NASA. Also includes experimental first-stage landing ops at sea, downrange of the launch site (uplink from boat/barge). Launch licensing authority is FAA. Launch also to be coordinated with Eastern Range. Customer is NASA.
